Unity: Communication & Trust: To accomplish great things we must have a unified team.
Unfortunately, moral among City employees, as with the City as a whole, has been down. This
stems from leadership that has not communicated with and involved its people in a real sense.

M23 knows very well to whom I was referring..........check out my GARRISON thread in this category and P.O.L. in GENERAL OPINIONS......

M23 feels I owe His Honor more respect...
However, I have lost my respect for LarryBoy due to the many half-truths and outright lies I've witnessed and his refusal to admit his mistakes......

I actually had great expectations of this administration in spite of the inaction on Garrison..........

If you look back at some of the coverage of the debates, a lot of what Gloria said made good sense,[ at least she had practical ideas, not just a "vision" of Rockford SHOULD be in the world according to LarryBoy......

A: My view is that is should be torn out ... on a day-to-day basis, it's a (two-lane) road that will be an interior road, local traffic road. It makes sense to have it open. When you want to close it, I think there's ways to allow hydraulic barriers to come up. Hey, you want to close it down, you got something going on, a street festival, whatever. And build it in such a way that it may have a brick or cobble stone look to it, so it's not going to be a thoroughfare, flying people through there. But it gives you a chance to bring back what we once had in terms of the arteries being open in the main core of downtown. "

Now, how hard is it to open up those TWO blocks of Main St.? Does it take 1 1/2 years? Has there been ANY more talk about it?

Q: What will you do to reduce blight in residential and commercial areas?

A: Rockford is one city. Unfortunately, we have not acted like "one city." Instead, decades of gross inequality in infrastructure investments has resulted in "sprawl" and blight and decay on the west side and throughout Rockford's urban core. We will reduce blight and increase development on the west side by setting the right priorities and having the right approach. We must do the following: 1. Invest in critical infrastructure improvements on the west side. 2. Institute better land use and zoning guidelines. 3. Institute better development tools and marketing efforts. Our approach must be aggressive

Is this why Perryville and I-90 get the new outlet mall?

That's where it has to go to draw people from outside the area to it. The outlet mall would not survive on just Rockford business. Almost all outlet malls that I am aware of are located right off of Interstates to draw more people to it. That is how most of them advertise their malls as convenient for out-of-towners to get to. Would Prime outlets in Huntley make it if it was placed in downtown Huntley? I doubt it very much. Would a Rockford outlet in downtown or on the west side make it? I doubt it even more.

Larry might be doing some things wrong, but this is one that he has vertually no control over if it is to be a success, imho.

My points I TRIED to make..........

LarryBoy made a LOTTA noise of how the downtown Main St. mall strangled downtown traffic flow.........it WAS an IMMEDIATE step he would take=ripping it out.......

Secondly,with the U.S. 20 bypass, and the Harrison/Springfield extension, the westside of Rockford is easily accessible from the Interstate......LarryBoy's own words he would AGGRESSIVELY develop business-How many tax incentives did he SURRENDER for this prime location-He coulda offered even MORE to move if he truly wanted to encourage west-side growth..........why offer concessions to Wal-Mart,richest corp. in the world, to locate off U.S.20?[at alpine] Why not southWEST?? IF HE TRULY MEAN'T ENCOURAGE WEST-SIDE DEVELOPMENT?????????????!!!!!!!!!!!

the reasons certain communities bribe wal-mart is so that they'll stay within the city limits.


if wal-mart doesn't get what they want, they'll move OUTSIDE the city limits, be JUST AS successful, and NOT give any taxes to the city.



that being said, I despise giving wal-mart any money as well.

walmart would almost HAVE to be annexed by SOME municipalitiy because of water, sewer hookups....

Then we could have a spittin' match w/ Cherry Valley or New Milford...........

But yes, they SHOULD NOT get ANY rebates or abatements .....they really don't NEED taxpayers money...they WILL be successful anywhere...

without going into my strong anti-walmart, I'd [as mayor of ROCKFORD,] determine 3 walmarts are enough, they only would be hurting each other and any sales tax generated by the new one cancels itself out after rebates,etc.
If I was mayor of a small town, desperate for new tax revenue, that's a different dilemma........have to ask my constituents on that one, let them decide..

But, THREE Walmarts in one town is asinine-I'd make them pay for EVERY road,traffic, water, sewer improvement needed and NOT make zoning variances......we're supposed to be about
"We must engage the tough issues, unlike the current administration which has dodged controversial opportunities. Whether dealing with a baseball team or a manufacturing plant, the Mayor’s office must lead this community through difficult decisions."


Appropriate, focused and comprehensive planning on zoning uses will increase core development and decrease urban sprawl that is currently negatively impacting our community.

Changes will include the adoption of new landscaping and beautification standards for public roads and right-of-ways.

My point; why "comp" road improvements for Walmart jobs??Is that what Rockford NEEDS????



The public and private sector in this community look to the City to provide leadership.
Where does the City expect growth? What types of growth does the City want? The City
demonstrates leadership that directs home and job growth by setting strong land use and zoning
plans, by coordinating capital investments in roads, paths, and rail lines, and by focusing its job
recruitment and retention efforts.

Do like what one town in California is doing, put up an ordinance to ban ALL big-box stores from the city. This would offend Wal-Mart, but offers their lawyers no basis on which to sue, because it isn't unfairly granting any rights to Wal-Mart's biggest competitors, (or Puppets, if you want to call it that) Target, K-mart, Meijer, Sears, JC Penney, etc.

Gee, I guess Galena, Illinois should have thought of that...Not that the Galena Supercenter is really pulling any business from what I hear...

The city of Galena's leaders whined that it would lower property values and attract a working-class kind of people to the area. Not that they care for them anyway, all they want are retired rich Chicago people...

Besides, nothing Wal-Mart sells is sold in the old shops downtown. And the City will probably make sure the shops stay around for quite a while...
